The primary purpose was to "convert" paper-based survey documents in to a format which could be queried and analysed, whilst allowing the documents to be "re-generated" as word documents to mirror their original format. The functionality included auto-generation of survey reports and password protection for sensitive information relating to endangered species. The system also manages "merging" of records held on distinct copies of the database for different regions. The database is still going strong - but has since been converted to Access 2000 by vtl.
